I think that in addition to functionality, public awareness of what DOES exist needs to be increased. I fly to LA for business, and it takes me 30 minutes from the jetway at Burbank to Union Station on MetroLink - but there's not even a sign up at the Burbank Airport to let folks know that the train station is a 5 minute walk from the terminal! And, if you ask a staff person at the airport, they'll tell you to wait for a bus (which should be an option for those who need it, but most of us can walk 5 minutes with a roller bag). Frequency is important as well - I almost convinced a couple of people on my flight to take the train yesterday, but the next train didn't leave for an hour, so they took a cab (although depending on baggage claim and traffic I may have beaten them to Union Station). So MetroLink both needs to run more frequently, but for goodness' sake at least make it obvious that it's there! And I think the same goes for most of the transit in LA. I'm lucky that I don't have to go to the Westside very often, so I can get around downtown by Metro or walking, but it still seems that the concept of transit doesn't even occur to many Angelenos because it's just not well-enough publicized.
